Dr Bernadette Muscat was admitted to the bar in Malta in 1994, after having graduated as Doctor of Laws from the University of Malta in 1993 and as Master in European Law from the College of Europe, Bruges in 1994. In 2020 she obtained her Ph.D. degree in financial law from the University of Leiden.

Dr Muscat has thirty years’ experience in the financial sector, having headed the legal departments of the Central Bank of Malta, MFSA and the Malta Development Bank. She has also acted as Senior Legal Counsel at the Legal Services of the European Central Bank. She is currently Head of Legal and Compliance Department of ECCM Bank plc and acts as Company Secretary to the Bank.
